SENATOR GIESSEL, entitled:                                                                                                      
                                                                                                                                
          "An Act relating to the determination by an insurer of                                                                
          a final payment for a covered service or supply;                                                                      
          annulling regulations relating to determination by an                                                                 
          insurer of a final payment for a covered service or                                                                   
          supply based on geographical areas; and providing
